The design for the new Gangbuk-Gu Government Office Complex redefines the civic center as an accessible, unified, and highly integrated landmark. Driven by the core tenets of unity, accessibility, refinement, and community interaction, the architecture bridges the gap between official administrative infrastructure and urban public life.
Rather than asserting an imposing institutional block, the complex splits into two striking, mass-optimized sculptural towers that interact across an open central void. This negative space functions as a structural breath—evoking a natural valley framed by mountain peaks. The diagrid form allows ample daylight to penetrate deep into the central plaza, seamlessly harmonizing the civic landmark with its dense, surrounding urban fabric.
Circulation is layered across multiple vertical levels to stimulate community interaction. On Level 3, the towers dynamically reconnect through dedicated performance and exhibition programming. On Level 4, a staff canteen integrates with an expansive, landscaped terrace garden, offering city officials and visitors a serene outdoor sanctuary. This network of green infrastructure creates a tranquil microclimate and loop pathways that promote wellness while offering magnificent lookouts across the district.
