The design for the new Office Complex redefines the civic center as an accessible, unified landmark that bridges the gap between administrative infrastructure and public life.
Rather than asserting an imposing institutional block, the complex splits into two mass-optimized sculptural towers framing an open central void. This negative space functions as a structural breath—evoking a natural valley between mountain peaks. The resulting diagrid form allows ample daylight to penetrate deep into the central plaza, harmonizing the civic landmark with its surrounding urban fabric.
This specialized complex is a sanctuary for empowerment and inclusion, designed to champion autonomy and human dignity.
At the heart of the design is a fluid, barrier-free Hall of Light embraced by a continuous, intuitive ramp system. This circulation guides visitors with a deep sense of security and effortless wayfinding, transforming movement into a series of scenic, tactile journeys. The result is a universally accessible atmosphere that is profoundly welcoming, secure, and visually harmonious with its surrounding context.
Knowledge and information do not exist or propagate in a perfectly ordered state; rather, they dwell in a certain beautiful irregularity, acquired through complex, multi-layered encounters.
Much like the architectural principle of the hyperbolic paraboloid—where straight lines intersecting at shifting angles seamlessly give rise to a dramatic, unexpected curve—this library transcends the traditional act of reading. By weaving together spaces for exhibition, performance, tactile experience, and education, it transforms into an entirely new, living platform.
Within its walls, space flows like a continuous conversation. The entrance, lobby, conference center, and co-working spaces are seamlessly woven together by a sweeping, sculptural inner staircase. Higher up, where educational facilities must naturally divide across multiple levels, another fluid, curving stair takes form—gently nudging people away from the mechanical isolation of elevators and inviting them to walk, see, and connect.
While the building anchors itself to the orderly grid of the master plan, its upper volumes subtly pivot to acknowledge the site context and mark the development’s southernmost threshold.
Flowing from the cloister, a public corridor cascades alongside a central sunken garden, its elegant curves overlapping with the entry courtyard to unify the entire complex. This journey weaves past a subterranean exhibition space—the pulsating heart of the building—before guiding visitors through a passage beneath the arcade.
Rather than a monolithic barrier, the architecture fosters a two-way dialogue between internal exhibitions and public life. Glazing and open voids dissolve the threshold between inside and out, while the lush sunken garden visually binds every level, deepening the sense of seamless connectivity.
Inspiration for the massing comes from the traditional lines of Korean ceramics and classic rooflines. Through a thoughtful converging and stacking, the design creates a multitude of spaces—offering both solitary sanctuaries and areas for collective discovery. Lines formed from curved geometry embody this delicate balance, generating a fluid vertical movement around the building through soft, poised transitions. They offer winding pathways and seamless vertical connections, encouraging wider public use and open access throughout the performing center.
A diametric, internally focused plaza stands inside to counterbalance the elegant, simple surface of the exterior. At its heart, a spiraling void suffuses the central auditorium with natural light, yet gracefully closes off during performances. Aligned perfectly to the diagonal axis of entry, it invites a sprawling, intuitive movement up the grand stair. Above, circling balconies allow visitors to look down upon the vibrant, creative hub pulsing below.
On the north, a stepped auditorium fans out from a generous plaza. Public seating and tables flow naturally from the café and spread into the surrounding landscape, welcoming open-air concerts and outdoor events alike. Ultimately, these green spaces link the existing Han River Park to the north with the parklands to the south, serving as a vital anchor that enhances public accessibility across the entire site.
